KEY RELATIONSHIPS: Project Services Team, Construction Engineers, Design Engineers, Project Managers, Financial Accountants, Procurement Department, Consultants, Contractors, Suppliers
PURPOSE: To perform advanced cost analyses to ensure that project costs are accurately forecasted and to support cost control
FUNCTIONAL RESPONSIBILITIES MANAGEMENT RESPONSIBILITIES
· Develop and maintain standards for cost engineering processes· Perform advanced cost analyses work and integrate various analyses and breakdown structures· Identify cost variances · Critically evaluate and interpret analysis results· Validate and verify analysis and cost forecasts of Junior Cost Engineers and Cost Engineers· Provide an independent review of analysis results· Develop models· Assist Design Engineers in assessing impact of design changes on the final forecasted cost · Provide cost information for incorporation in the work packages· Participate in the compilation of project budgets using the original estimate· Compile cost reports on analysis findings· Maintain register of Project Change Notices · Timeously prepare documentation on scope of work changes and associated impact on cost· Act as technical liaison with internal customers (e.g. clarify expectations and requirements, provide feedback, present results)· Comply to project procedures and standards in execution of duties · Supervise and provide technical direction to Junior/Cost Engineers (if Project Control processes· Knowledge of Engineering and Construction standards· Knowledge of current costs, ratios, indices and rates for specific work· Using information technology· Attention to detail· Analytical thinking· Conceptual thinking· Methodical· Planning and organising· Broad scanning· Communication skills· Drive and energy· Building and maintaining stakeholder relationships · Integrity· Teamwork· Empowerment· Pride in Performance
QUALIFICATION AND EXPERIENCE INDICATORS
MINIMUM QUALIFICATION INDICATOR:· Relevant qualification in Engineering, Accounting or Management· Certified Cost Consultant (CCC) would be an advantage MINIMUM EXPERIENCE INDICATOR:· 5 years experience as a Cost Engineer in a multi-disciplinary Industrial Engineering (e.g. Construction, Heavy Engineering, Nuclear or Power Generation) industry
